Help needed with charging via mini HDMI

Hi there.

I am working on a project which requires in car charging.
I have a power supply (Input: In-car cigarette lighter Output: mini HDMI)

I need to design a docking station for a device with connection for pogo pins.

What I wanted to do is to connect one pogo pin to positive (pin 18) and one to negative (shell), but I looked to the power supply and it confused me why it points out pins 15 and 13 (see the picture)



Any advice?
