I'm working on a calculator as a little hobby and I'm having an issue with the binary adder IC that I have. I have everything wired according to the datasheet yet, no matter what I do to the inputs, all 4 of the sum and Carry Out outputs only put out as high. I cannot get them to turn off, let alone add correctly. I've tried switching out resistors, using no resistors, taking out the voltage regulator.
The IC is an SN7483AN. This is the datasheet from the seller, and this is the datasheet matching that number but the pinouts are the same.
I'm still relatively new to all this and it's all self taught so it's possible I'm missing something obvious but any help would be appreciated.

The IC is low input.
I can't believe I just sat here for like 3 hours trying to turn a light off by putting MORE power into it.
