you will need to provide more details before anyone can answer this, if you are asking wether you can use a PC to control a TV via IR remote control yes that has been done , see

If you want to switch channels in aTV with a PC over the build in IRDA interface, forget it.

yes you can. I saw this application on www. tucows.com maybe for Psion PDA.

Anyway output IRDA power is much smaller as your remote control!!!. In other words, you can reach much smaller distance and much higher directivity!

I agree with that.

yes you can.
I don't. intrepido was refering to a PC.

I guess the Psion PDA has no IRDA interface. It's probably an infrared interface similar to the one from HP48. There is also a program for HP28..48..and..similar to use the calculator as a remote control. https://www.hpcalc.org/
