Can I use MPLAB IDE and MPLAB X IDE at a time on my PC? I have one PC.

yes

you will also need the MPLAB driver switcher program (run as administrator) to switch drivers for the programmers (ICD3, etc) as MPLAB and MPLABX use different sets of drivers, see

Yes, you can except you can program the code from one IDE at at ime.
