Can I draw any current from phone line when on-hook?

Hi,
Is anyone here familiar with US phone line regulations?
I need to know if I can legally draw ANY current from the phone line when on-hook. And if so, how much?
I would like to build a micro-power device that will get its power from the phone line. The device will be plugged in all the time.
