Can I develop a MCU driver without any code on microcontroller?

I am a new man about the programming of driver, but familiar with the programming on PC and MCU. Now I want to make a simple question.
I am ordered to develope an application on MCU, which can transfer data to PC via USB. But the driver which should be provided by factory can't be found. So I am ordered to develop a driver for this MCU at first. But there are also some problems exist. I can't find a way to download code into MCU. So I want to know whether I can develop this driver without any code in MCU? Or even the board with MCU isn't exist? If I can, how to finish this work?

Please use original driver for the board, your development system is not a standard USB device, it need special driver!

You mean I can't develop without the original driver, aren't you? Should I must develop the driver for this system if I have the original driver?
