Can I configure wireless card or usb adapter as a wireless access point?

can we configure the wireless card or usb wireless adapter as a wireless accesspoint?

I dont think you can configure all 802.11 devices as access points. Most come configured as wireless clients. Some like DLIK DWL900AP has different modes for such operation.
