Calculating Delays Using Parametric On-Chip Variation (POCV)

As I know, pocv calculates cell delay using follow function:

so, question 1 : How to get the nominal delay? if the cell is a multiple inputs cell, which input slew should I use to get the cell delay?

And question 2 please see below figure:

It comes from document "PrimeTime Parametric On-Chip Variation Application Note" of solvnet,
I totally have no idea about it, could somebody explain it? thanks!

pocvm.... is being replaced by AOCVM..... and now it is supported in the .libs.... AOCVM is format and methodology which will be used in future...
