Bridge Connection over Proxy From Router?!

I don't know if the title is right or not, and I'm new to network, what I want to do is:

I have D-link DSL 2640U Wireless Router, 3 PC's running windows given a DHCP IP 192.168.2-4 are connected to it, I'm running a "proxy software", a VPN software, on one of the PC's, like a tunnel, which for example connects to XY.XY.XY.XY, and setups Internet Explore proxy IP to 127.0.0.1:123 (the application serves as 127.0.0.1 local server on that pc)

My Q is how to use same proxy over other PC's (possibly where in router should be reconfigured? something like a bridge that redirects every traffic to that PC running 127.0.0.1 and from there to back Internet) What should I be looking into?

for example on one of other PC's, when I open IE and type "www.X.com", this should use that PC's proxy software to connect to net.

the whole thing is, I use my phone's wireless to connect to Internet, I want to be able to use same on my phone.
