borland C++ builder problem

Hi
my OS is win XP prof. and I work windows APIs for to change the time at system tray in these days. but i have a problem. when i run program, the time which at the system tray doesnt change but i check it another program thats all right the time is changed but on the system tray doesnt. I confused what is the problem?
 

All U need to change the time is use the following windows api,

SetLocalTime

the time on the system tray will get reflected as soon as it is refreshed.
