Bench power supply with 2 pin mains plug?......output common is connected to neutral?

If a Bench power supply is connected to the mains with a 2 pin mains plug, does that mean that the output common must be connected to the neutral?

...(because neutral and ground are connected usually at the inlet to the installation/building)
 

Safety regulations permit common neutral/earth wire (PEN) only for large wiring cross-sections >= 10 mm². PEN in wall outlet wiring has been abandoned about 50 years ago.

Thanks, that means that my KERT power supply (KAT5VD) with its 2 pin plug, must have a totally isolated output?
