battery change over circuit

I need a suggestion from all experienced friends regarding following problem.

I have a power supply with two outputs (14.7V, 9V). I use 9V output to drive my circuit and 14.7V output to charge a 12V battery.

I case of mains failure, I want the circuit to be driven by 12V battery but if the battery voltage falls below 10.5V , I want the supply to be circuit to be cutoff till the battery is charged again or mains voltage resumes.

I tried to use relays for cutoff but face hysterisis problem.

Plz try to suggest a simple solution.

I refered to this link but discussion here is incomplete.
