Can any body guide me the difference between average probability of bit error for FSK system and for PSK system ??? Why one (FSK) follows Rician probability function and other follows Gaussian density function, concept wise can any body explain this, Plz do guide me.

More over what is the minimum input level that the fooster seeley discriminator will sense?? suppose our threshold at the receiver input is -114dBm and we have adjusted the gain of the receiver to obtain at the input of the demodulator to be 0dBm, in any case if it varies with temperature, what will be the optimum level that the demodulator will sense ???Kindly guide me.

Read the books by Feher and do read the basics. There is a threshold effect in all phase and frequency receiver demodulators.
