Auto restart on normal power

What is mean by auto restart on normal power?

How it can be done in design?
 

what is it respect to....
embedded system
computer or any other devices

do you mean restart after shutdown, or restart of system after Power on self test
 

I want to stop a electronic device If Input AC Supply exceeds more than 300 VAC.And also it continuously check the Input AC Voltage If AC voltage is less than 300V, It will start the Device.

Start : To Give supply to Electronic Device
Stop : To cutoff Voltage supply from mains
