Audio file if you considered at memory level is just a combinantion of 0s and 1s and EEPROM is memory in which you can store 0s and 1s so EEPROM as itself cannot differentiate the data stored in it is audio or video or anything else
Now from where you want to save the data to EEPROM is the question

you cam record a audio in file WAV in mode mono and record as bin file to your memory and make a converter DAC r2r work and use the same amostrage

for 2 or 3 minutes you have manay memory, do you want record musis or human voice? what is the sampling frequency do you intend to record?
is not necessary any decoder is necessary only a DAC converter, I have used it with at89s8252 for 4 segunds
