ATtiny26L ISP Programmer - advice needed

Hi,

Anybody can recommend any programmer that can program ATtiny26L via ISP method ?

The software has to be running on Windows platform and schematics available for the hardware.

Use free PonyProg software (V2.06c) and STK-200/300 dongle for ISP programming.

Are those programmers suitable for ATtiny26L which is the low voltage version ?

Next, can they program the onboard ATtiny26L using the internal osciallator ?
