[AVR] ATMEGA8 based USB UART converter

I have been designing atmega 8 based usb to uart conversion using v usb and avr cdc 232. The whole circuit seems ok but its not detected in by the computer. It just says USB device not recognized.

I have checked and tried to install it though my device is not properly detected. In both 32 and 64 bit system , while installing the driver it says driver not meant for 32 bit system for 63 bit system. http://shortedwire.blogspot.com/2014/09/cheap-usb-based-uart-and-modbus.html
