atmega88 programmer and software for fuses set?

Hello I need to build a simple programmer for the atmega88.
The software to use must have the ability to import the HEX file, but it must also be able to set the fuses manually for the chip.

Could you please help a bit with this?

A simple one is https://electronics-diy.com/avr_programmer.php but I would suggest you buy a USBasp , they are very cheap on ebay

Yes it will, all AVr programmers are able to set the fuses at least when the ISP mode is not locked (which is the default setting)

If the fuses are locked , you could try parallel programming with avrdude
