Hello I need a Atiny2313 programmer and its software needed ,(serial port )

Or can i use to program Atiny2313 by suing the atmeg8 programmer by connecting the correct ISP

yes the tiny 2313 and the mega8 use the same ISP programmer, just select the appropriate mcu model in the programming software

Thanks sir , Can you tell any software for that . because of ,in my atmeg8 programmer software there is not included in Atiny2313 ?

I'm not sure which programmer you have but avrdude supports almost everything but it is command line.
You can use a graphic front end for it , try http://avr8-burn-o-mat.aaabbb.de/avr8_burn_o_mat_avrdude_gui_en.html
