assistance with prototype of novel internet access regulation for internal networks

I am developing a component to be used in line with an internet feed and router. The component will regulate access to all IP's on the network by an adminstrator using a simple UI. I will need assistance with the following.

Identification of internal components for the module
Initial basic software for control of the module
working prototype for demonstration purposes.
