How can I assign two different material in momentum at ADS?

For Example I want to assign for transistor input ro4003 and for output TG6035

This is not possible in one Momentum model. Dielectrics in Momentum are infinite in size. You would need to simulate the two substrates in separate models.

For finite substrate size in ADS EM, you need to switch to the FEM solver.
