Ask help from generaing a square wave by another square wave

Hi guys, could you help me to solve this problem? I have a square wave whose amplitude is 3V, and I want to use a 28V DC supply and some resistors, could you tell me how can I use the 3V input square wave to generate a 28V sqaure wave just using the resistors? I have tried to use the pull-up resistor but it is not OK. The detailed picture is in the attachment! Thank you so much!

is a tranistor ok?
then how about switching the voltage level useing a transitor.?

Use 2 cascaded transistors switches as shown in attached schematic.
Transistors can be any general purpose NPN like BC547.
