Arduino nano driving RCI8719 PLL

Dear amateur radio collegues, I have a Cobra 148GTL Malaysia version that uses a RCI8719 PLL, I found an Arduino nano application called CBDuino but without code, can some one help me to find this code or any other that expand frequency from 27.405MHZ up to 27.855MHz using RCI8719 PLL?
