is there any tool to come up with the opamp circuit configuration to implement the required transfer function T(s) by specifying the poles and zeros of the T(s).

Do you know the difference between circuit analysis and circuit synthesis?
a) Analysis of a circuit has only one single solution
b) For synthesizing a circuit many, many different solutions are possible (theoretically infinite!).
