I want to understand basics of special transformer known as High leakage reactance transformers. I could find any standard part or manufactures and was told that it had to be manually wound to meet the design needs. Are there any alternative to this type of transformer?

Well I understood that this is a self-healing transformer, meaning that voltage will automatically come down when load current increases beyond the specs (the crow bar effect) and vice versa, voltae builds up when current reduces. Typically used in vacuum pump controller power supplies (as far as i know)

Commercially significant applications of stray-field transformers are neon tube lighting (see below transformer photo) or magnetron supply in microwave ovens.

Current limiting behaviour and in some applicaztions even operation with shorted secondary is important part of the specification, not beyond specs. I'd describe the feature as resistance to short-circuiting rather than "self-healing". The latter applies e.g. to film capacitors and involves a slow degradation.
