As far as this noise is concerned there is no need to worry much if we don't go for higher frequency operation. Also for the question you asked i don't think that whether it acts as capacitor is really a concern for the verification of the normal circuits. May be it is a capacitor but there is no need to worry unless we are going to use a very sensitive design.
The holes you see are built in plastic matherial, which doesn´t have significative effect shielding noise fields.
You must se breadboard as a set of the inner long tracks, which really acts as antennas.
If assembled circuit is mainly digital operating under low frequencies, don´t worry about that.
However, if analog devices are included, the noise effect will affect signals.
