If all these languages were equivalent then you could say the advantages of one or the other
C and C++ share some atributes .But C++ is rather used in BIG projects
C is still a very good language .but historically first and still employed everywhere.It is also a good language for embedded architectures ,where C++ will be too heavy to use .PERL is different is a SCRIPT language it runs on top of a OS .
So i think i don't see a point of compairing 3 different language that were designed for 3 different pourposes
