Adjacency check max voltage

Regarding testing PCB's, if a customers print stated "Maximum voltage between adjacent conductors is 134 VRMS". What do you suppose they mean by this statement?
 

That the customer wants to have checked (tested) if there is enough spacing between adjacent conductors for a voltage difference of 134Vrms or 190 VDC.
 

I think so - otherwise he should have stated a different ac wave form. Why don't you simply ask him?
