adding 2nd hd and xp explorer does not show it

as the subject.
when I go to device manager it shows that the 2nd hd is there and is "working properly" but when I open explorer it does not show it.
what's wrong?
 

Go to Control Panel - Admin. Tools - Comp. Management ..
Select Disk Management, find your drive and format it (or create new partition and format it) ..
