Actel Proasic3 FPGA PnR error

Actel Proasic3 FPGA getting following error during place and route. CMP411 DDR instance must be connected to an IO cell.

The DDR_OUT is written in VHDL, however the PnR is giving the CMP411 error.

How can I resolve this please?

Sounds like you are instantiating DDR_OUT without connecting PAD to a top level pin.
