ACDC equipement meet requirements?

Hi, Gurus,
For an ACDC equipement, requirements as following:
1. Surge, level 4, i.e. line-line 2kV, line-GND 4kV. So I put MOV+GDT to do so.
2. The dielectric strength: 50Hz/1minutes, Vp=2.8kv,
So I designed the SCH as the picture.
The issue is, MOV is supposed OFF when testing dielectric strength 2.8kV, but I can only find MOV 20D182K with 1800V max voltage.
So how to solve the issue? I attached the SCH and ACDC datasheet, I think you can understand the chinese version ACDC datasheet.

I have not tested it, but I think it should work to put 2 MOVs in series to get a higher voltage (half the voltage in each device). They will share the energy/power but maybe not exactly 50/50, so they can probably be a smaller size than a single MOV.
