AC voltage detector and stray voltage

I'm looking for a schematic for this simple AC voltage detector; usually build based on CMOS schmith trigger CD series inverters.
The ideea is to detect low stray voltage, present within electrically conductive sources. The detector should operate mounted on a pole. (street lights etc..)
Any ideea how to create a virtual ground ?? this device can or not be in direct contact with the metal housing of the potentially energized pole. NO real ground reference is available !!

any extra is welcome (60Hz 2 nd and 3 rd harmonic detection etc)
ideeas with electric/magnetic fields are welcommmme 2

should be sensitive enough to pick up voltages from 4VAC to 600VAC with direct pole contact.
