AC/DCWITHOUT NEUTRAL LINE ideas for charging purposes

ac to dc without neutral line

Hello ,
I am looking for an inwall battery charger that can work only from the Phase line that is in that wall. There is not netral line there.

this AC/DC should be small and supply about 100mA .

Any ideas ?

ac charging line

The current can flow throu 2 termilals or more. first termilal is "phase" and the second is ??? ground?
 

significance of neutral line

Hi,
What is your input voltage and what voltage you require for 100mA current?
