about level shift circuit ...

Except using level shift IC, is there any circuit that can meet 1.8V translate to 2.8V logic?

Please provide circuit knowledge that inclue how to treat logic input and output circuits. Thanks.
 

Any logic input running off the 2.8V supply, but that is tuned for a very low threshold voltage (i.e. 1.0V threshold) will do the job. Only draw-back is that you have to live with a DC shoot-through current, which you can reduce with a series resistor with the supply. The series resistor will trade off speed with DC current consumption.
