a question of fuzzy controll?

i'd wonder how to decide the linguistic variable of output variable in the fuzzy logic controller.
i have seen a formula,the num is:n=4(1+J)a+1,
a=max(a1,a2),a1 and a2 is related the output variable couple,
input and output linear relationship:r1=j1+j2+a(j3+j4);
r2=a2(j1+j2)+j3+j4;
J is the input variable' linguistic variable.
i didn't know how to deduce the 4(1+J)a+1?
in most papers,the num is given caually ,generally.
i'm confused with this question,who can help me?thank you very much.
