A circuit that gives monostable pulse if the input is high

Hi,

I want to design a circuit that gives an astable pulse if the input is high for 5 seconds. And then another pulse if the input is 5 for another 5 seconds and so on. Please help me. If the input is not high for 5 seconds, the output remains low
 

Firstly, the input signal is converted to digital signal by a comparator. Then you can use a digtial calculator to counter the digital signal. If the digital is high for 5seconds, reset the calculator and output a high signal

design the circuits for the outputs that you want i.e. astable, monostable etc etc.... then multiplex these outputs using a analog mux for every 5 seconds using a counter... for turning on the circuit after 5 second use input from voltage across a capacitor which is being charged using a current source...

Well, the problem is, that I don't want a circuit that can give a pulse after 5 seconds of the input pulse. I want a circuit if the input is high for 5 seconds. If the input is pulsing, and the frequency of input is less than 5 seconds, no output pulse will be generated
