9khz-12.75GHz combiner?how to realize?

need the full band to be passband.use as few filter as it can?
 

Does this have to be minimum loss and high isolation? Otherwise a star of 17 ohm resistors will work. Each one connected to an external port.

but for a 3-way resistive diver,how to realize?
 

Connect 3 resistors (16,7 Ω) as a star and the divider is ready.
S21 Attenuation 6 dB.

Added after 10 seconds:
