I'm constructing a voltmeter with an adjustable power supply using a 7107 with 7 segment displays. Everything worked correctly on the breadboard. Now I'm soldering to a prototype board and connected all the pins (2-25) that output to the displays, but nothing else related to the voltmeter circuit. When I run pin 37 to +5V for a test, I get -1000 instead of the -1888 that the datasheet says I should get. All the segments in the displays work correctly when tested individually.
Is this normal when the rest of the voltmeter circuit is missing, or is it a sign that my 7107 could be faulty?
