Fiber Optic Transmitting Diode Connection

Hello Everyone,
I'm trying to identify the pins for this non functioning light emitting diode for a TOSLINK transmitter. It looks like 1 is ground. I can't tell which one is Vcc and which one is the signal. At first glance it looks like pin 2 is the signa and pin 3 is Vcc.

Any help is appreciated.
