common mode choke query

If two same inductors are connected in positive and negative lines of DC supply, can they form or function as common mode choke?
 
Inductors can influence each other when placed physically close. However to act as a coupled inductor I think their flux fields need a tighter coupling coefficient. In other words the coils should have the same core, or cores that are joined so they interact more forcefully or oppose each other more forcefully.
