400W flash torch on end of cable

Hi,
We have a 400w LED flash torch which plugs into the mains...we use it to scare away rats in the kitchen at night....its a 1 metre mains cable from the mains plug...to an inline, offline 400W peak SMPS.....Then out of this SMPS box, is the 1.5metre cable to the flash torch......which flashes on/off repeatedly at approx 50Hz...........5ms on 5ms off....etc etc.

We wish to put it through radiated and conducted emc testing.

We have no earth in the cable from the mains to the SMPS box.

What should we use as the cable shield on the cable leading to the torch?.....should we use secondary ground?......and then just put a 1MEG resistor across the isolation barrier between primary and secondary in the offline SMPS... ie 1MEG from secondary ground to primary "ground"?
