4000 series - VDD supply voltage referenced to VSS

Can anyone confirm - when using 4000 series chips e.g. CD4007 where the data sheet specs VDD as 'VSS + 3V to VSS + 15V' - that I can set VSS to e.g. -5V and VDD to e.g. +5V (i.e. VSS + 10V)?

I've never used the 4007 before today and I'd always assumed that it would be strictly single supply with VSS = GND.

As long as you measuring all voltages relative to Vss, the device doesn't care about the absolute potential of Vss, if it's connected to ground or any other voltage. But off course, the in- and output logic levels will refer to Vss as well.
