3G antenna coupling pad

In the following link a booster antenna is attached to a 3G dongle. How is the coupling achieved by the pad that is taped on to the dongle ?
What sort of material is this coupling pad and how is it wired to the antenna cable ? I would have expected this to be at least 4 times as long for a the frequency range aroundd 1.9GHz . Is this achieved via some sort of coiled loop in the pad ? The pad material itself looks like some sort of dielectric gel.

How efficient is this coupling ?

I am intrigued that this works at all from the EM aspect.
 

When you mix two good wines, always results a bad taste wine.
The same situation is when you couple two antennas (which were not designed for mutual coupling) will result a poor performance antenna.
