32 led Tahhometer

I hawe problem whith the pic because i dont hawe the programming board for it.**broken link removed** **broken link removed** **broken link removed**
its my first Pcb and Iam nub in electrooniks

Added after 30 minutes:

it shows rps 0- 8k rpm and 1 led = 250 rpm
