I am new to PCB design. I want to learn PCB design throw EAGLE version 6.
I need step by step guide to design a PCB.
what are all the rules to design a PCB?
how efficiently use the software?
how to choose right components?

Start with the for EAGLE. It's quite good, and written in easy language. There are also youtube videos, but the tutorial pdf is more important. You should read that, and try it out.

I recommend the first as a starting place, as it is simplified.
