2 identical frequency dividers with different results??

I use two identical CML frequency dividers to divide a common source from "vsin" in SpectreRF.
But the simulation result shows one functions very well and the other output nothing.
I check the bias condition and two dividers are the same.
If I increase the amplitude of the source to some extent, both dividers will work properly.
Therefore I think it's strange that if the input amplitude is too small there should be no output of both dividers.
Is this a bug in SpectreRF??
