Maybe that's rated output. Read the plate or the manual.
Or, maybe you need to measure red to black, not either
one of those to white (neutral).
Is there a normal-configuration {dryer, stove, circle-lock}
outlet that you think "should" have the higher voltage?
Low kVa rated generators don't always have 220V output.
My 5kW and 13kW do. An older 3kW I had, did not. With
only 20A at 120V making your rated power, there may be
no good reason for a 220V outlet - it would be limited to
10A which is way short for most US-domestic high voltage
loads (will fail to run stove, water heater, even large window
air units - let alone, start the compressor).
