can i connect my 12v dc 1.8A load directly to a 12v battery without capacitors and regultator: seems the load needs exactly 12v.

It depends what accuracy is required for your load. If high voltage accuracy is required, you need a regulator.

The voltage of a fully-charged battery is somewhere around 14V, then it gradually drops under load to below 12V, and then the battery is dead ..
For the most of the time a load will “see” roughly 12.5V ..
If, for example, the load is a lamp – it really won’t matter, but in a special case it may matter, so find out if your load can work with this range of voltages ..
