but how to test the switch of a windshield wiper motor ? If the supply is not reaching (coming) to the motor ...... the wiring is al-right
 

Assuming Car supply 12 V. Connect a multimeter across the terminals of the motor. Before connecting the multimeter set it to DC voltage range (say 20 V DC). When you switch it on, if voltage reaches the motor it will be shown by the multimeter. If it does not show a reasonable voltage, this indicates that there is something wrong with the switch of the connecting wires.

What about the switch ? How to test the switch ?

To test a switch, use a multimeter on low resistance range.
Connect the two leads across the switch.
When the switch is in 'ON' state it should show very low or no resistance.
When the switch is in 'OFF' state it should show open circuit.
This is how one can test a switch. There can be more rigorous methods specific to the application.

Connect it to appropriate power supply if it works it is OK else it is not.
For additional details the question needs to be elaborated I feel.
 
But if the voltage is reaching at the terminal of windshield wiper motor and still the wiper motor is not working, then, what might be the faults & May it be repairable ?

and if the voltages are not at the fan motor of a vehicle (car) , then, what to check first & how to do that ?

This may require little investigation regarding what type of motor it is. There are permanent magnet motors as well as stator armature type motors. Some motors have carbon brushes.

Carbon brushes are the culprit most of the times. Stator and / or rotor may also be at fault. Rotor with armature with solder may also be suspected. At times the fault is not electrical but jam in bush or bearings, this can be figured out measuring current through motor. If voltage is reaching motor, and reasonable current is present through the motor mechanical parts like gears/ bearings or bushes are at fault. This is a short summary.

Fan motor starts when the temperatures exceed certain preset limit. If the temperatures are not high enough for the fan motor to start, there is not going to be a voltage on the fan motor. If it is sure that the temperatures are such that the motor should necessarily start functioning and voltage is not reaching the motor the thermal switch and related circuitry is at fault.
