Voltage to Frequency using LTC1286

Hello All

I am trying to work on V/F converters and have come across a strange observation with this IC LTC1286. I did notice that in the internal block diagram there are two switches which are connected in series with the cap. So what I want to know is how will this capacitor hold and discharge. How does this chip works internally.

Also how are the switches triggered on and off.... I would like some guidance on it people.

Sorry Its my mistake...I was talking of serial ADC.... Its my mistake. But why is that cap in series. Thts what I want to know..
